You can add the css code in 'Custom CSS' in 'Symplex->Custom' option page:

#footer-bottom{
height:200px //please adjust the value by yourself.
}

Then you need to adjust the background image of subfooter. It's named 'footer-bottom-overlay.png', you can find it in 'symplex/images/' folder.
